Harbour Freight might have been sourcing the generators directly from the Lifan group, it is the only possibility in light of the fact that the store is offering the generator at a cut-throat price.

So, the Lifan Group seems to be utilizing its factories to manufacture Predator generators and Harbour Freight is taking all the credit for it.
